Yes, it does. The slower you shutter speed, the less light is allowed in. The slower the shutter speed, you let in less light. You can also freeze or blur motion with shutter speed.

As a rule of thumb, the ISO should be lower for situations that are brighter than others. The higher your starting ISO should go for a darker situation.
