This was because it was believed that sunspots could cause magnetic storms, which would occasionally disrupt shortwave radio communications. To be able to prepare for periodic disruptions, the shortwave radio sector needed reliable forecasting services that could predict them. Communications engineers could take steps to reduce the impact of magnetic storms on shortwave radio circuits. However, a reliable forecasting service was essential.
[Nelson’s conclusions:]
I can summarize, after 25 years of work in the field of solar system research, that there is strong evidence to support that the planets behave in predictable ways. [heliocentrically] These solar radiations control the ionosphere and can cause significant changes. A chain reaction of planets to sun, sun to ionosphere and ionosphere to shortwave signals is very evident.”
